I'm generally in favor of an open immigration policy. Anyone who wants to come here to participate should be allowed. Participate has to mean contribute as well as benefit, though. The curious thing is that if we give documents to all the currently illegal immigrants, they can participate. We also have to make our idea of human rights clear to anyone who becomes a citizen.
